If I understand the bond concept it goes something like this....after the suspension is served you have to post a bond to the track before you can race again. It is held until the last race of the season and if you "offend" again then the bond is forfit, if you are a good boy then you get the bond back. Kinda like probation except with a penalty clause. I would assume that if you committed another "offence" serious enough to have your bond cashed then you would be done racing for the year. Another way to look at it is a performance bond as in construction. It is basically a promise to do the work as contracted, if you don't we cash your bond and get someone else to do the work. Brings to mind the phrase "trust but verify".
