i think you misunderstood what the 19lbs per hp mean
what it means is you can run any combination that your year make or model of car came with and you weight 19lbs per advertised hp
so it doesnt mean you can run anything like the 71 cant run a 2.0l block with a 1.8 head the rabbit never came with that the rabbit never came with a 2.0l but everybody knows that car is out to lunch
but if you run a civic with the 160hp vtec then you need to weight 3040 so its simple think before you select a car slash motor package 
if you run a car that has less then 100 hp mainly the mustang and couple of others you can do things to bring it up to the 19lbs per hp its simple the 4 cyl mustang motor has been built a million times over the past 20 years a cam gives you xxx amount a header gives you xxx amount so if you come up with a 140hp package on paper and facts then you need to weight the 19lbs per hp
the rules are open and they are easy to understand but they are open so that any car can race and be a contender hp wise they still have to figure out how to drive the car thru the ends and simpe stuff like toe and tire psi
they said at the meeting that the advertised hp will be inforced weather the car is crazy heavy or not
in the 4 cyl class its not all about hp you do have to make the car handle get it around the ends
time will tell

the rules always seemed easy to understand, and actually make a bit of sense. just seemed if you have rules but don't bother to enforce, what's the point of the rule?
so some examples

sohc neon 135 hp 2565 lb
2.2 dohc sunfires 140 hp 2660 lb
dohc neon, cavalier ecotec,cobalt, Nissan 240,  145 hp 2755
(maybe some newer cobalts. g6 higher?)
1.8 dohc vw 125 hp 2375 lbs
2.0l vw golf 115 hp  2185 lbs
2.2 gm sohc 120 hp 2280 lbs
mustang, vw 1.8, charger/shadow, 2000 lbs
hondas? 60-190 hp depending on what parts you put together

maybe they ought to add a maximmum so you don't have 3000lb mini stocks. but i guess if you bring a 160hp car to the track, maybe it's fair.

just a little bit of correction on the gm side the sunfire / cavalier hp was 135 with the 2.2 then in the cobalt it went up to 140for the 2005 and 2006 in 07 they went up to 148
and dont think there should be a maximmum if you pic a motor with that much power then you should weight accordingly
they cant say its money thing it usely cost more to buy a higher hp motor
but i do agree that they need to do some home work and inforce there rules
at the meeting some guys want to run weight by cc well there are alot of lower cc motors out there that make good power

i would have a 4 cyl going but it would be too much work to get my 76 civic with 53 hp to keep up

I agree the rules are fine. But they need someone to check these cars, that knows what they are looking for.
